College disciplinary hearings are complex. There are usually two or more possible procedures in educational disciplinary hearings. There may be one procedure for disciplinary hearings and a completely different procedure for academic integrity hearings, such as cheating. There may be a separate process if a hearing is scheduled during a school break. University rules may give school administrators a choice in which procedure to follow.
Whatever the procedure is, the college should comply with its own procedure to ensure that the student has received a fair shake.
